Heads and cam swap

Hey guys

I've been thinking of doing a heads and cam swap on my 06 magnum 5.7 AWD RT. But here's the kicker I live in Southern California. Does anybody know of a setup that I can run with out here in California so I can pass emissions?

Any advice would help thank you guys. And a good tuner shop out here in Southern California that can tune Mopar.
