Default 2005 Magnum SXT Starter Issue

Hello:
I've inherited a 2005 magnum SXT v6.
95% of the time the car will not start. When the key turns the belt turns, and the motor sounds like its shot.

However... 5% of the time the car cranks fine and runs like a dream.



The fact that the belt is turning makes me feel like the starter is engaging??? Am I wrong? Could it just be a bad starter?



I've swapped ECU under the hood. I've swapped relays under the hood.



I'm a poor man so I don't want to buy a starter if it isn't necessary.



Any help would be greatly appreciated! Thanks all.

Well if the belt is moving the start is engaging but is it turning it over quick enough? Also I believe if you swap the PCM (ECU) it needs to be programmed to the vehicle but I'm not sure.

I would replace camshaft and crankshaft position sensors, as they will not leave a fault code at times, and they are cheap to replace.
